heat oven to 400°F.
spray a 13 x 9 baking dish with crisco no stick cooking spray. set aside. heat a large skillet on medium-high heat. add crisco oil, onion, garlic and beef. cook 3 minutes, breaking up with fork, or until onion is soft and beef is no longer pink. drain.
stir in italian seasoning, salt, pepper, tomatoes, tomato paste and kidney beans; cook 5 minutes.
combine pasta, meat mixture and beans in prepared baking dish. sprinkle with cheeses. bake at 400°F for 20 to 30 minutes, or until cheese is melted. serve immediately.
note: the dish can be prepared up to baking a day in advance and refrigerated, tightly covered with plastic wrap. if chilled, bake at 375°F for 35 to 45 minutes, cover with foil for first 25 minutes and uncover for cheese to brown for last 10-15 minutes.
