preheat oven to 350°F.
melt 2 tablespoons crisco in a heavy skillet and brown ground beef. add onion and green pepper and cook until tender.
drain mixture thoroughly and turn into a 1-1/2-quart casserole. stir in corn, salt, and pepper.
melt remaining 1 tablespoon crisco in the same skillet and lightly brown bread crumbs (about 5 minutes). top casserole with crumbs.
bake at 350°F for 25 to 30 minutes or until heated. remove from oven and sprinkle with paprika.
